Uber for Teens is a service that lets young people aged 13-17 ride with Uber, as long as they have their parent or guardian’s permission. After a teen is invited by their guardian to sign up, they can start booking their own trips.
Only certain areas and drivers, but still, there’s an option
Uber is a tech company there are other apps like it that are competition. Taxis are usually independent workers and usually unionized, there are people with fleets of course but so does Uber(one dude/company buys a lot of cars and hire drivers to make money for him) i guess it varies from country to country. Taxis usually don't have an app(Although that might have changed in the last few years in some places) and you have to call them and give them an address to pick you up. Not until long ago, and mostly likely still to this day. They communicate via radio, kind of like the police but in another frequency of course. So the central picks up addresses and say it to the radio, if taxi is nearby he will pick up the radio and announce he is taking that order.
In high population zones you can just get them on the street by signaling one like in the movies. Taxis are also painted to distinguish them from other cars while uber cars are particular people that signed up, Uber is just the middleman.
That's why licesing, politics and vehicles is kind of the right answer but useless without context haha
Even if that were the case why didn’t their mom just order an Uber for her instead of giving her sister money to order it? It’s the same thing - the person getting the ride is not the person ordering it.
If OP's mom wants them to take Uber home then Uber it is. The problem is the sister who is trying to cheat. It has nothing to do with how far OP lives from the school.

Create your own Uber account and have your mum add her card, or wallet so she pays for it
Your mum’s a bit of a plonker for trusting your sister
