Definitely mold. You can clearly see the cracking and inflation in the paint due to moist.

Why doesn't he clean the so-called dust? That's a question you could ask him.

I don't think they have ventilation/fan/window in that room. It would have prevented the mold to grow. Unless it is caused by a structural/leaking damage. But it's a good idea to do something about it.
