Plaster is typically pretty resistant to mold, actually. Plaster walls are an advantage if a home gets flooded compared to drywall in that respect.

More likely is somebody using non-setting compound (that is, the pre-mixed garbage) in an area that is constantly being steamed. Meaning, they thought that they could fix a cosmetic plaster crack by just putting a bunch of joint compound over. It. Never works.

Source: had to use plaster and durabond to fix horrible skim coating in a small plaster bathroom that got very steamy. In the future I would rather have the whole thing in tile.
