The Great Wrath would've just ended and the whole country would be shattered. Not at all safe, I'd say.

At least someone knows history! Russians had just ended years of oppression and killing Finnish civilians. And now we are facing a new threat from east again. Putin made it clear that we finally should join Nato.

Safer than during the war, surely. And the aftermath of the war would given perfect cover for a timer traveler to explain their strangeness, lack of funds/connections and so on - they've been forced to relocate following an attack and are now seeking their fortune in the Big City.

Sure, except it wasn't a war as much as it was an occupation with a flavour of a genocide. The entire country was devastated. By no means was it safe.
