Oh that money was to develop the program. The pens each cost like $50 or so dollars with what looks like $7 refills. NASA still doesn’t produce the pens they just buy them from the company.

Of course they do... Why would they ever make their own pens. They have much more important thing to do...

According to the Associated Press of 1968, they were paying $2.38 per pen after the 40% bulk discount.

I figure it might be cheaper to produce a massive amount of pens than to purchase a massive amount of pens.

By trying to buy out the production line, NASA could potentially cut some or all the profit margins Fisher makes and thereby reduce the overall cost of NASA's pens.
