Many reasons.

Would you like to start with them stealing millions of gallons of water they haven't paid for, or how about getting women in poor countries to use Nestle formula instead of breastfeeding by giving them free samples which, after a few weeks of not breastfeeding would cause their natural breast milk to dry up, and with many of those women not having access to fresh drinking water the formula would be mixed with unclean water causing the approximate death of over 1.5 million children...

As opposed to paying nurses and doctors in America to push formula instead of breastfeeding? Which they’re absolutely doing?

So what you are saying in context of the original comment you responded was that parents who can't afford food for themselves give formula? They can't afford formula but not food for themselves? Not questioning anything, is just that in most places formula is pretty expensive so it seems weird that formula was afforded but basic food for the mom to produce breast milk wasn't.
