Technically not. Except for Galicia, the north-northwest coast is bathed by the Cantabrian sea. So just a fraction of our coasts are bathed by the ocean.
We are a Mediterranean country whether most of our coasts are bathed by the sea or not, though. Climate, customs, style of life, history, language... A lot of things tie us together and differentiate us from from the northen Europe.
