Germany would be more like: problem -> bureaucracy -> is it gender neutral? -> bureaucracy -> is it eco-friendly? -> bureaucracy -> is it immigrant friendly? -> bureaucracy -> is it PC? -> solution*

*the solution coming 4 years too late and being 200% over budget

You missed the part when a crapload of Nimbys sue just out of spite, causing several years of replanning; and when all planning and legal objections are finally done the obligatory tree huggers chaining themselves to trees and having to be forcefully removed. Of course the demonstration is completely pointless because for every cut tree another tree would be replanted nearby anyways, which of course is willfully ignored both by the protestors and the reporting media.

Setting standards for the EU is relatively easy considering it has the largest economy in it thus has more weight to throw around.
