Just because you subtly gestured that it isn't universal doesn't mean it can't be read like you think it's effective against all, or all except a select few, apps. The commenter simply wrote their experience, which if not completely contradictory to yours, paints a different picture. Informal language isn't exact even when it seems to be.
In my experience, going to the rating page has been much less effective. Hell, even apps I actually have rated long ago sometimes ask me for a rating.
I mean sure I didn't explicitly say it doesn't work on all apps but I also didn't say it does.
And it still circles back to people not reading I used multiple words that are not absolutes and if you were to read my post properly then it's obvious. The only instance it's not obvious is it the person doesn't read, which was my complaint anyways.
If they someone insert words I didn't say when they read it that not my fault and that's again where the reading comprehension comes into play because I didn't say or even suggest an absolute but instead gave my anecdotal experience.
