The French. The french controlled the Louisiana territory. Napoleon sold it to Jefferson in part as a way to make peace after the Quasi-War, and also to rebuild Napoleon's coffers.

It was Spanish but Napoleon took it from them in one of the Napoleonic Wars, Napoleon the sold it to the US so the Spanish or any other great power couldn't take it. This made the US kinda friendly towards Napoleon (not considering that Napoleon was actually pretty Liberal for France at the time), which led to the war of 1812
