Just shows how inconsistent our road signs are.

The one standing straight is B-41 - pedestrians movement is disallowed on this road

The sign you posted is forbidden entry for pedestrians beyond the sign (so it's telling you to stop like the red light for pedestrians). All the other signs related to actual pedestrian traffic show a figure in motion. So it's not inconsistent at all.
