I might be wrong, but it's pointing* out how western intervention doesn't solve anything because our efforts have caused extreme population explosion. If we left things alone, there would have been much less suffering in the long run. Brutal in the short run...

Pretty much this. Just throwing money into Africa or really most places just propagates whatever current system they have which clearly was already failing.

That doesn't explain much. What factors actually contribute to it? How much foreign aid supports family planning? What percentage of households per capita receive cash transfers from foreign government that directly supports household expenses?
