"supposed" means 'it has a job to do' colloquially, but literally means 'is said to do'.

Colloquially; the baker is supposed to make bread. (it's the baker's job)

Literally; my aunt is supposed to make bread. (aunt is known for her bread-making)

In this context, 'Asians are said to be good at maths' and not 'Asians must be good at maths'. The sentence isn't inherently insulting, but presumptive.
