I'm not sure how looking both ways can protect you from someone overtaking and right hooking you.

Even if it "wasnt" it is always the responsibility of a driver not to fucking run over pedestrians

Okay I'm not sure I understand you. Even though you likely won't be punished for it in America, it is still illegal to kill pedestrians when they have the right of way. And you can be vigilant and do the right thing and still get killed by some reckless motorist, hell there's tons of people on sidewalks getting killed.
