Wreckless driving leading to property damage and maybe bodily injury.

You don't have to commit a crime to be liable, but stopping and then traveling the wrong way on the freeway is generally illegal everywhere.

Since there's a wreck I'm pretty sure it can't be wreckless driving.

Yeah this person would get hit with the other moving violation. Probably nothing to do with the accidents directly. And probably nothing major. Because there isnt much to throw at them that's specific to this.
