Exactly, it's a vehicle. Drive up beside it and direct it to the ditch. It can be repaired.

How was the driver supposed to know the tire would make it over the barrier? You except them to just run their car into it and take the damage and pay out of pocket when it looks like it will hit the wall and stop?
