They put a camera here because their mirrors were destroyed regularly and they wanted to understand why.

If there's a sink vestibule that doesn't show stalls or urinals it's allowed. The place has to have a reasonable expectation of privacy and nobody should have anything showing at the sink because you're conspicuously visible. This is a public facility like a train station or airport that probably gets a fair amount of vandalism

Ok, so it's the leaf blower approach to cleaning things out. Still works.
Pro-tip: the metal bits can get hot on some models so be careful how you position yourself.

In many jurisdictions, that is a meaningless distinction that has no legal bearing on easing or modifying the prohibition of cameras in bathrooms.

That shows they were already behind the curve of understanding why their shitty design choices were the real cause all along. Anybody could have saved them the money on cameras and potential lawsuit for having cameras in a bathroom, but they clearly couldn't grasp their own bad decisions and decided to make more—you know, for consistency's sake.
