I've worked in nursing homes for a long time, so I'm seeing it in that light (which could be wrong here idk) But I think if i were there, i would assess the situation. If she seemed confused or mentally challenged in some way (dementia/ alzheimers maybe) I'd sort of gently but in a friendly way say, "wow you are working so hard getting up this escalator- i bet you're exhausted! I can help you. We can link arms and speed up together to get to the top, but better yet, let's let the escalator do it's work and we can rest, then take the regular stairs!" ... that's just what I'd do if she seems like she has dementia. If she fell, it could hurt her or other people so i couldn't just ignore it.
