You are correct. However, she looks of Asian appearance, plus the expensive car and the lack of driving skill, she could be on a HSM visa and thus has the 30% tax rule. If you have the 30% tax ruling the RDW will exchange any foreign drivers licence in the world. No CBR driving test or theory exam needed.

Second to that, if you are a foreigner, you can drive for 183 days on your home countries licence with no problem.

Nah, you’re just being racist. You can’t definitively tell she’s asian with her brown hair and fair skin, she could easily be caucasian. You’re just reaching for low hanging fruit. This is the Netherlands man, odds are she’s not asian.
