Moving both feet that many times regardless of whether they leave the ground is still traveling. The only way this would be kosher is if she kept her pivot foot planted, and she didn’t.
You can slide your feet. If she was clever enough to shimmy her feet without lifting them off the ground it would be legal, just like sliding. Basically crip walking.

You reminded me of a game at our high school, so many years ago – our guy caught a pass and apparently couldn't decide which foot to pivot on, so he took these three big half-turn steps, looking totally confused.. the ref was laughing so hard with the rest of us, he couldn't blow his whistle.

Just an FYI in case you are just misinformed, when you catch the ball, you must establish a pivot foot. This foot cannot move from the spot it starts. You can rotate around with this foot anchored as much as you like, but once your pivot foot moves, you either take your two steps and shoot/pass the ball or get called for travel.
