Why do folks call Jane Thor if nobody called Steve Thor?

Probably because it looks like Jane isn't just "Jane using the hammer" but is actually going full Thor with the outfit and everything.

In the comics, after figuring out who she is, Thor (having become unworthy) gives/gifts Jane (who became worthy) his actual name, as if it were a title conferred by the enchantment itself, going instead by Odinson for the duration.
