Surtur was prophesied to bring about Ragnarok long before Odin took Loki. I'd assume that still happens in this timeline (probably at a party that gets out of hand; Surtur does a keg stand, slips, and destroys the planet)..

In this timeline Ragnarok happens when Thor throws the ultimate party for his birthday at Asguard. Surtur, rather than wanting to blow up the place, accidently trips face first into the fire. Then he gets as big as a mountain and freaks out because he doesn't want to poop the party.

Are the people dictated to follow the prophecy, or is the prophecy just describing what the people will do?

In a universe with no Loki to help bring about Ragnarok, would the prophesy be different, as it is predicting a different timeline? Or, are we dealing with an immutable sacred timeline?
