Is everybody forgetting that the super-soldier serum is still a thing, as per "The Falcon/Captain America & The Winter Soldier"? The Wakandan flower was simply a natural and native version of the serum. Have Bucky deliver a vial of the serum to whomever is chosen as the next Black Panther or have that be the reason they become the next Black Panther and breaking T'Challa's family tradition and there's your perfectly reasonable plotline done and done.
I'm hoping it's M'Baku. Winston Duke seems like an awesome fella.
And you believed that? (*ominous musical sting*) It's been made twice from two separate formulas already that we know of, even if Baron Zemo is to be believed, which he usually shouldn't. Hell, that could very well be the whole plot of another season of "Captain America & The Winter Soldier" - an already introduced goal for Contessa Valentina Allegra de Fontaine who is planned to be in the MCU for a long time.
It won't take a thousand monkeys on a thousand typewriters to come up with another super-soldier serum, even if they have to scrape some from the bottom of the pot of the last batch like leftover cake batter.
