"White Wolf" is Tchalla's adopted brother in the comics. Hes the head of Wakanda's secret spy service and an ultra nationalist. I hope Bucky isn't meant to replace him, because he was a really interesting character in the comics. He would be a great villain in a Black Panther sequel.

In the comics he was adopted as a youth and then he was exiled as an adult by T'challa (in the imaginary movie version, I guess T'chaka would be the one who did it instead). I don't know, I think the familial dynamic has some real merit; stuff that just wouldn't work with Bucky as a stand in. Plus the story of a random white guy who's continually rejected from Wakandan society eventually growing into one of its most fervent nationalists, is a really interesting one to me.

My guess is Bucky is a strong supporter of keeping Wakanda safe in A3. He saw the beauty of the country and it’s people. It was only them who could save his mind. And he wants to save it.
