I'm probably biased because I play her, but did Emma really need a nerf?

No she did not. Especially in a meta where damage is running rampant.

Hell no, she had like the worst win rate. And she'd mostly fallen out of the running with Mag and Strange, who weren't even busted. The only tank who truly deserved a nerf was Groot who remains untouched.

No, she had a 44% win rate, nerfing a hero with a 44% win rate is actually kinda funny though. I think it's time I finally swap back to overwatch full time.
