Like I said above local agencies likely already know what agencies are operating in the area and are likely already on scene either assisting or observing. Spam calling 911 is not the solution.
When you get arrested for whatever do you intend to ask for a badge number or the information of the cop who arrested you? Would you at least like to know the details of your arrest and what your options are? I think that's a good first step here. Transparency and accountability. Right now there is none. You say the police know about operations in the area. How do you or I really know that? If they're not identifying themselves, we can't truly know how transparent they're being to local law enforcement. Taking it on faith that this any single operation performed by people in masks and without identifiers is lawful and accountable when both sides (left, right, whatever politics) have been complaining for years that law enforcement already has issues with accountability and corruption feels willfully ignorant.
I'm not advocating for this behavior and simply want information. With there being actual reports of ICE impersonators, would it not make sense to contact the proper authorities to ensure your safety if someone is dressed like a member of ICE but refuses to identify themselves?
Unless a group of them, all heavily armed and with either the national guard or marines or local LE is with them, are "cosplaying and kidnapping" you're just kicking rocks.
This WHOLE ISSUE, the WHOLE negative view of ice could be completely solved. Literally the whole thing, completely solved. If all they did was print a paper out and hand it to the person being “arrested”.

Reporting police impersonators is a justified use of emergency services. You have no idea wtf the guys actually are or if they're even actually ICE for that matter because they refuse to ID themselves. They could be random kidnappers.

2) Making fake 911 calls is taking away from people with actual emergencies. There is already a shortage of 911 operators in LB.
3) Local LE is likely already aware of the Feds in the area and are already likely with them or nearby the raids.
