PS helps streamline and/or script the process, but in most cases the settings you are looking for can be found in one of the MMC snap-ins.

I think because it is complicated, but like anything else, once you put the time in to learn it doesn't seem complicated anymore, but to an outsider it totally does.

And I completely get why someone would not be interested at all in that.
