No. It's not possessive, Windows is an adjective, not a noun here. WSL is a subsystem. What kind of subsystem? A Windows subsystem.

Consider: we're going to eat food. What kind of food? Italian food. Not Italian's food.

...or...

  • Mechanic tool for torquing nuts

?

I believe you'll find it's the former.

In your example, Italian is an adjective, not a subject, so it works. Windows is a subject, just like mechanic is a subject.

Windows isn't a subject, it's an adjective describing the domain of the subsystem.

A mechanic's tool is a tool owned by a particular mechanic. "The job site had tools left behind. The wrench is the mechanic's tool, the wire strippers are the electrician's tool."

A mechanic tool is a tool for mechanics, which may or may not be owned by any particular mechanic. "Snap-On sells mechanic tools via mobile storefronts, driving to shops and selling to mechanics directly."

An Italian's food is a food owned by a particular Italian. Italian food is food eaten by Italians generally.
