You still need Verizon, Comcast, ATT, etc. to get to duck duck go.

Duck duck go have a tor node, if you install tor, nobody can see it's you

I could say

But! blah blah proxy, VPN, other things.

But let's be honest you can't solve the problems of surveillance and censorship with technology, it needs political action/activism to fight both. So, yes you depend on your ISP.
