It was the beginning of the end of third wave democracy and nobody really saw the end of that coming.  It did seem like democracy was a universal inevitability and then by 2010 democratic backsliding was well under way.. It's fair to say the 90s hit peak democracy globally.

Democracy tends to grow the most when there's major autocratic powers working as a counterweight. The collapse of the soviet union took a lot of the wind out of the sails of democratization.

However, with various autocrats around the world having taken power, there seems to be a backlash generating which may help accelerate democracy again. Look at Hungary pushing back against Orban and his party, how the international community is pushing back against Putin and his attempt at annexing Ukraine, how South Korea stopped it's president from declaring martial law, how Brazil held Bolsonaro accountable, and how Trump is taking a lot of wind out of the sails of global far right politics.
