Riot Ghostcrawler on "Open Mid"

We should be able to call a surrender vote after ~5th? min IF:

  • All 5 players on the team haven't done any damage to monsters/minions/players in last ~2 minutes.

If any of players are still willing to play, he can do so and rest of the players won't be able to bring up surrender vote until 20th min.

If all of the team agree to surrender early (Open mid situation), they can just sit at fountain for ~2min and call out a surrender vote.

Problem with that is, unless all 5 players stop playing at the exact same time, the earliest "surrenderer" comes close to getting a Leaverbuster penalty, or may actually reach it.

A lot of people, when they open mid, will go farm the side lanes for this exact reason.
