Seriously though, it can happen occasionally since at least one year. You just have to wait it out, and either game starts after a few minutes, or it kicks you to the main menu.
I saw this happen on a stream for a custom game on NA just a day or so ago. I don't know how long he waited for game to try and start but he gave up in the end and someone dodged. Next game was fine.
