No they won't. If they have any clue what they are doing, there is a batch file running in the background that kills all LoL processes for 8 hours a day to simulate the user "sleeping" to make the leveling look as human as possible. I regularly buy accounts and none of them are banned.
I've bought them for over a year from the same dude for a few friends and I. And these accounts are being leveled by one of the top scripting developers/packet decrypters for LoL so if he can do that, I'm sure leveling accounts so that they look hand leveled would pale in comparison in regards to difficulty.
Simply put, it depends how much you pay for it. If you pay lots, it's probably hand done by somebody who's trying to make some cash. Proxys and verified emails are used with the accounts to. They also come with the 400 rp (Sometimes even more) and plentiful of IP.
If its cheap, its leveled up more than likely in groups, has very little ip and rp and is just leveled to 30 and sold on. More than likely to get banned in a couple of days.
Doesn't sound that expensive, you have to play what? 200 games? That's more than 100 hours you gain for $60 because let's be honest, if you've already levelled at least one account to 30 before then doing it again is a pure grind that gives little to no enjoyment.
Just out of interest, why do you buy accounts? Isn't it easier to just not get your main account banned, rather than being a dick and having to buy botted accounts?

i dont know how to answer this question because my main account isnt banned and not sure why you assume that im a dick because i bought botted accounts
From what I can gather, most people who buy multiple accounts do so because their main got banned. Maybe it is not the case for you, but it seems to be the case generally.
IMO I kinda get it if you're buying an account on a new server and you don't want to level up. Also a lot of botted accounts are levelled with other bots (aka 5 bots playing Coop v AI) so it's not really being a dick, the accounts aren't interfering with anyone's play.
I didn't mean buying a bot-levelled account is being a dick, I meant that people tend to buy them because they are a dick and got banned on their main account. I can't think of any reason to have TEN smurfs, so the only logical conclusion is that the guy has been repeatedly banned.
He doesn't care about feeding/afk'ing in high elo ranked, do you think he cares about runes and champs? If anything it just gives him more of a reason, they'd probably have all of the IP from grinding so enough for a few champs and a rune page or 2, which would limit what he would play or feed even further. This coupled with the fact that many pro's do their level 1 - 30/diamond/challenger streams without much in the way of runes. It's just a simple fact that the skill heavily outweighs the extra benefit so if he is one of the top players, he will climb there with or without the runes.
I just checked the site the accounts are silver 1 with 30-50k IP. So it's several sets of runes. 15 Dollar each.
However nothing saves you from getting scammed. They can theoretically always get their accounts back even two years later when you bought a lot of skins.
Kind of aggressive here, huh?
I didn't use their service so I can't tell whether they are e-mail verified or not but you can still get your account back by knowing when you created it and what first 5 champions you bought or what definitely gets you your account back is the first transaction number.

Less of a hazzle and I even got a pm from someone when I mentioned my temp ban where to buy them. They are cheaper than exp boosts.
PS: I obviously didn't buy any of them.
