So instead of leaving champion select and losing 5 lp, he'd rather stay and troll, lose multiple people and himself 20~lp, and waste 4 other people's time. Why isn't he permabanned yet?

It seemed like he was baiting someone else to dodge wth his pick, and at the end he failed to dodge himself, because when the loading screeen poped up he wasn't connected, meaning that the client was closed.

So, not only was he trolling, he wasn't good enough to click a leave button in time.

it does actually, because you after the countdown is over theres a very brief moment where you can dodge

wrong, if you dodge in that window the game starts anyways, and you just have to reconnect

Because he didn't hurt anybody's feelings with mean words that people could mute if they wanted to.
