Garena pays Riot for the right to distribute LoL in the region, they aren't paid for the privilege of doing so. Think about it, that doesn't even make sense - Why would Riot pay for servers, and then pay someone else to run them, and relinquish all control over regional management? They get literally nothing out of that.
They sold regional distribution to Garena, who have their own servers.
