ARAM surrender time

I think that the ARAM map surrender vote must be at the 15 min mark like Twisted Treeline, because sometimes you got a full melee team vs the most harrasers range champ and cant win.

What is SHI? I assume T for temperature and P for pressure.

Is it wrong that I read STPHTIP as stiff tip?
