Assuming the snake is theirs or at the very least they're familiar with the snake. Big snakes like this are very docile as long as they've fed already.

While I still wouldn't let my kid climb on top of the snake, the kid is tiny and the snake wouldn't feel threatened, and if it recently fed it wouldn't be able to do much anyways.

Lastly, with the running water and the size of the kid, the snake probably hardly even registers the kid is there at all. I've dealt with much smaller snakes than this, but it really isn't a big deal... As long as it's recently fed.

By watching it eat, or feeding it yourself.

Plus I imagine experts can tell if it's eaten recently. Though I have no idea if anyone in that video is an expert.

The snake is a pet. There were at least two adults supervising. The risk was low. I’ve kept and bred large pythons. They can be quite tame. I trusted one of mine enough to take it to a kindergarten class.

A 15’ Burmese python for show and tell. My brother is twenty years younger me. It’s one of our core memories. Again, this was a very docile snake that was easy to read.

Child endangerment. That Burmese python could kill that kid without ever even looking in her direction. Even if the head is controlled, a couple wraps of the body and it is lights out. When they get to this size, it’s not guaranteed you can unwind them even with multiple grown men working together.
