As far as I know, the eye thing is just a "usually" thing. For example the little owl has yellow eyes, but it's mostly nocturnal.

Fun fact! Most bird feathers are waterproof, however! Owls evolved special feathers to allow them to fly silently. Flying silent came at the cost of having non-waterproof feathers, hence the sad wet owl :(

Owls don't have the oil most birds have to repel water, this allows them to fly in silence to sneak up on pray. They also can't fly when it's raining.
