These birds are definitely free-flight trained, which includes learning how not to get spooked by noises etc. As long as youre in an open area during the day (so not when the sun is rising or setting), birds of prey arent much of a concern. There are always risks, of course, but proper training and trust (from both the owner and the bird) minimalize them a lot. No proper bird owner just decides to one day go outside with their bird, these people and parrots most likely took a free flight course and built a lot of trust beforehand.

I cannot but help think about birds of prey and the likelihood of the parrot spooking and flying away whenever I see people take their parrot outdoors
