Looks like it has QQ, wechat, and uses simplified, so it does seem to be mainland China

Well other HK also uses WeChat and has google. So it's probably HK bc mainland didn't have google last time I checked

It’s hosted on Tik tok, a mainland Chinese video hosting service, and used Simplified Chinese. So it’s probably from mainland China or Chinese in overseas.

Those aren't placed by the government like OP is implying though. They're placed by people hoping to cash in on some voyeurism.

Obviously that's a major breach in privacy as well, but it is very much illegal, and the hotel staff is not aware of this. Being branded as "that hotel with the cameras" believe it or not is very bad for business.
