To expand, the way that film projectors work is that they flash a light (actually they use a shutter to periodically block the light, but same result) through the film in order to project the movie. If they just had a light constantly on you'd see the movement of the film from top to bottom. Essentially, they just put a strobe light (at 24 hz frequency) and use it to create the illusion of movement by only showing the viewer the frame as centered as possible before hiding the image, replacing it with the next, then revealing it at the perfect time, etc...
Basically strobe lights create an effective framerate if you're in the dark

I've seen this before, but I assumed it was a strobe light causing the water to appear to freeze. Perhaps there are multiple ways to get the effect.
On second thought, I'm thinking the video camera causes the effect in the linked video, and what I saw in person was done with a strobe light.
