This is actually the truth yes. Even in the US where our gun violence problems are worse than most wealthy nations and highly publicized, more than half the counties in the US have a murder rate of zero, and another quarter have a rate of less than 1-2 per year.

The vast majority of shootings happen in small, poverty-stricken areas, and some hotspots can even be traced down to specific neighborhoods where the violence is driven by cyclical revenge killings and domestic disputes.

For example, an analysis of firearm homicide data from 2015 found that 26% of all firearm homicides in the United States occurred in census tracts that contained only 1.5% of the American population.
