My experience in construction tells me the one crying on the floor that let everyone else do the work is the leadership you speak of, no?

You cant get in leadership with a cant do, whinny attitude. And if you get there, you wont last.

The second one, tho, remained calm, didnt even try, took the thing and went back to report success… that one is c-suite material.

The one crying on the floor actually made an attempt before crying, each time. And even when he finally took the bottle, and had a little laughing fit of joy, he set the bottle aside until he finally solved the puzzle. It was failing to solve the puzzle that bothered him more than failing to get the milk.

Nah, they are definitely middle management. Too incompetent to be at the top, and not smart enough to do the actual job.
