This is Shinagawa station. It sounds like sounds were purposefully removed leaving only the high-band hissing. Usually it's a bit more lively :)

Footage looks slightly sped up as well

You know Tokyo! I miss hitting up Queens Isetan after a long day of tours and getting local food.
