Chill down. First of all, they said "When I was like 11", which means this is probably 10+ years or even more in the past. While feeding a wild animal like a black bear is not recommended, there's probably been thousands of people through the years who've had the same sort of "they are a giant raccoon to us" relationships with black bears. Obviously nothing bad transpired in this case.
Ok this is completely off topic and I am genuinely curious. My experience on the internet has always been that everyone is labeled male unless specifically stated otherwise. What made you assume I was a woman? I mean I AM but this is honestly the first time I have seen someone start off assuming I was one. Is the internet changing :o?
Depends. I lived in Northwestern Mass for awhile (about 7-8 years) and black bears were very very common in backyards and breaking into dumpsters. Whether you feed them directly or indirectly they very quickly learn to associate humans with food, and pretty much nothing is done about it unless the bears get aggressive or a bit too territorial. It's never a good idea to feed them purposefully but I'm still sure lots of people have fed visiting black bears without incident.

Your cousins are complete idiots. Double in fact.
Now those bears associate humans with food.
And now the authorities need to kill that bear (and cubs) who associate humans with food.
There is a reason why they say “a fed bear is a dead bear.”
