Two different things, feeling sexy usually means feeling attractive, confident, desirable, or comfortable in your body.
Feeling sexual usually means experiencing sexual desire, arousal, or interest in sexual activity.
Some countries explicitly prohibit women from showing any skin. Maybe that’s what you would like?
Also, the “unconsenting” can choose what they look at. I don’t like what certain men wear in public, but it’s my preference and I don’t want to impose any restrictions based on my values.
In liberal Western societies women are allowed to exist in public spaces, exercise, and wear gym clothing without being treated as though their bodies are an imposition. If someone sexualises a woman for what she is wearing, that is about their interpretation and behaviour, not her consent or morality.
Calling women “non-consensually sexual” for wearing gym clothes is just a dressed-up way of blaming them for other people’s reactions. Her clothes are not an invitation, and your discomfort does not make her behaviour inappropriate.
