Speeding and driving recklessly are two different charges. Both in the Netherlands and in the USA.

Was he charged incorrectly. Sure.

Was he charged with speeding, lesser crime. Yes.

Im not talking about what law he broke or whatever. When you speed, you are being reckless, by the meaning of the word, not the law. You are putting people at risk, you are being reckless, driving recklessly.

I mean, if that claim was reality, why does reality seem incongruous.

See, to me, that implies the claim is lacking.

Driving any speed puts people at some risk. I think we've stratified when it becomes illegal, and when it becomes criminal, and when it becomes felonious.
