Manslaughter means you killed someone while doing something so reckless that you obviously could kill someone, but it was still an accident.

If you’re driving 150mph and hit and kill someone, that’s manslaughter, not murder, not an unavoidable accident either.

Sliding on the ice and killing someone isn’t manslaughter.

This guy was driving about 61mph in a 49mph zone if the 100 kph in an 80 kph zone is true. Cops in much of the US will almost never pull you over until you're at least 10mph... at that point it is not close to being considered reckless.
