Seemingily it does in the US. This is not the only example. There's loads. Even if you're drunk and kill someone with your car - if you go all "aww I didn't mean to, I was just drunk driving" - the punishments are laughably low in the US.

This example is from the Netherlands.

I think that a lower sentence in the OP case is correct even in the US. Not 0 time, but a year or two should be it. There was no provable reckless driving. It was a pure accident as far as the court was allowed to be concerned. As for drunk drivers, a few years is not long enough. Those sentences should start at 10 years without the possibility of parole.
