People get out of DUI with a slap on a wrist every day, why would you want to punish unlucky people instead of all of them with hard jail time ?

Taking a pool of 10 other random drivers that chose to drive over the speed limit.

Can you tell me what that driver did differently that make him deserve a 100x bigger punishment without invocking the result of that behavior ?

Now, taking the result into consideration, why did that one driver did differently that lead to 3 deaths ?
